  • Governance Responsiveness: time-to-alarm, time-to-pause, timelock adherence.
  • Consumer Protection: Mis-selling complaints per 1,000 redemptions; median time-to-remedy; delisting decisions per quarter (with public reasons).
  • Inventory Skew Index: per voucher class, dispersion of inventory across pools vs. target bands.
  • Rebalance Success Rate: executed rebalance cycles / attempted cycles; median time-to-rebalance.
